EUROPEAN – MULTIANNUAL FINANCIAL FRAMEWORK 2021-2027

The Multiannual Financial Framework (MFF) of the European Union, also called the financial perspective, is a seven-year framework regulating its annual budget, with a a budget of €1,074.3 billion to address the following EU’s long-term priorities:

  • Single market, innovation and digital
  • Cohesion, resilience and values
  • Natural resources and the environment
  • Migration and border control
  • Security and defence
  • Neighbourhood and the world
  • European public administration

It goes together with the Next Generation EU recovery package (NGEU) of €750 billion in grants and loans over the period 2021–2024 to meet the unparalleled socio-economic challenge of the COVID-19 pandemic – notice that an overall of 30% of the total expenditure from MFF and NGEU is to target climate-related spending.

HORIZON EUROPE

Horizon Europe is the European Union’s flagship Research and Innovation programme, part of the EU-long-term MFF with a budget of €95,5bn. Horizon Europe investments aims to ensure a sustainable and inclusive future for our society and economy, by:

  • Accelerating the green and digital ‘twin transition’
  • Strengthening resilience and crisis preparedness
  • Supporting Europe’s global competitiveness

DIGITAL EUROPE

As part of the MFF 2021-2027, the Digital Europe programme is focused on building the strategic digital capacities of the EU and on facilitating the wide deployment of digital technologies across the economy and society. With a planned overall budget of €8.2 billion, it boosts investments in supercomputing, artificial intelligence, cybersecurity, and advanced digital skills.

Digital Europe provides funding supporting projects in five key capacity areas:

  • Supercomputing
  • Artificial Intelligence
  • Cybersecurity
  • Advanced digital skills
  • Ensuring wide use of digital technologies, including through Digital Innovation Hubs

With a planned overall budget of €7.5 billion, Digital Europe aims to accelerate the economic recovery and shape the digital transformation of Europe’s society and economy, bringing benefits to everyone, but in particular to small and medium-sized enterprises.

EUROPEAN INNOVATION COUNCIL FUNDING

The European Innovation Council (EIC) is Europe’s flagship innovation programme to identify, develop and scale up breakthrough technologies and game changing innovations. Only in 2022, the EIC Work Programme  opens funding opportunities worth over €1.7 billion!

Financial support is provided through three main funding schemes: the ‘EIC Pathfinder’ for advanced research on breakthrough / game-changing technologies; ‘EIC Transition’ for transforming research results into innovation opportunities; and the ‘EIC Accelerator’ for individual companies to develop and scale up breakthrough innovations with high risk and high impact. All EIC awardees, as well as selected applicants, have access to a range of EIC Business Acceleration Services providing access to leading expertise, corporates, investors and ecosystem actors. The EIC also provides additional activities such as prizes.

CONNECTING EUROPEAN FACILITY - CEF

The CEF is a key EU funding instrument to promote growth, jobs and competitiveness through targeted infrastructure investment at European level. It supports the development of high performing, sustainable and efficiently interconnected trans-European networks in the fields of transport, energy and digital services. CEF investments fill the missing links in Europe’s energy, transport and digital backbone.

The CEF programme is divided into three sectors:

  • Transport
  • Energy
  • Digital

One of the key priorities of CEF is enabling and strengthening the synergies between the three sectors. Actions across sectors may enable costs or results to be optimised through the pooling of financial, technical or human resources, thus enhancing the effectiveness of EU funding.
